ORK11 ADMPACK error with XP SP2

I attempted to install the Office Resource Kit 2003 "Customizing the Outlook
Security Features Administrative Package" feature, but have hit a snag that
I believe is due to XP SP2:

When attempting to register the ORK11 ADMPACK's hashctl.dll (version
10.0.2316.0), the error code 0x8007007e occurs while following the "To
install and register the Trusted Code control" instructions in Readme.doc.

When looking at the dependencies in hashctl.dll using Dependency Walker
version 2.1.3623, I see that there is an error caused by the mpr.dll updated
by XP SP2, "Warning: At least one module has an unresolved import due to a
missing export function in a delay-load dependent module.", this seems to be
related to the "WNetRestoreConnectionA" function.

I searched the DLL Help Database for both hashctl.dll and mpr.dll and find
no matches. Is there an updated hashctl.dll available that will register on
XP SP2?

Update, it turns out this was caused by the HP Download Manager registering
ATL.DLL in a different directory than C:\Windows\system32, I had
un-installed this program some time ago, so assumed that it's un-install
would work correctly.

I got the hint from Rand Williams in another post:

After registering the correct ATL.DLL, the installation performed without a
hitch.
