Obtaining Digital Certificates

I am on a Windows Server 2003 network and am trying to obtain a certificate
so that I can create a digital signature.

Once I add a Certificate Snap-in to the console root and then right click on
the Certificate and choose "All Tasks">>"Request New Certificate", a
Certificate Request Wizard error window appears that says "The Wizard cannot
be started because it failed to contact the active directory".

What steps do I need to take to obtain a Certificate?
