Supposedly Partition Magic (newest version) supports this. www.powerquest.com However, I have not tried it, so can't vouch for it.
If you do attempt it, backup anything you can't afford to lose.
If the partition is not very big, Partition Magic would probably do the
trick. It won't let me convert an NTFS partition to FAT32 on my 200GB
partition, but the remaining 40GB also formatted to NTFS, it will let me
convert to FAT32.
As far as I know, Microsoft provides no tools to do this.
Partition Magic (http://www.powerquest.com/) can. Apparently NTFS is more
complex that FAT, so Partition Magic will issue a set of warnings about loss
of some structures, but you shouldn't lose data as such. The main drawback
to PM is that it is not inexpensive.
I'm a little dubious about doing it to the boot partition, but it may work.

Partition Magic 8.0 will do it, but it's a super pain in the a**. Any files
that NTFS has compressed have to be undone first since FAT32 can't deal with
them. Likewise any encrypted files you may have. Also, you'll need enough
space on the involved partition for both the NTFS *and* FAT32 systems since
deletion of the NTFS system is the final step in the conversion. Unless you
have a lot of stuff in that partition and plenty of free space, you may want to
consider repartitioning, formatting FAT32 and re-installing everything.
