Not able to send or receive emails

Since November I have been unable to send or receive emails through my
outlook. I tried to access my email accounts on my laptop and I got through
but I cannot on my pc.

I have Norton Anti-virus and internet security and I think that they mave be
the problem. Can anyone shed some light?

If you suspect it's Norton, you have a couple of options in checking Norton.
Go to the Options and AntiSpam. Check the appropriate email integration
clients. Or, go to their support site and run the Automated Assistant; run
the check on your installation. It will call out any conflicts in settings
for AntiVirus and Firewall.

I tried that already and still nothing.

Verify the Profile in Outlook is set-up properly. Check all account settings
and ports. Did this install ever work, e.g., did it work before an upgrade
from 2000 to 2003? Can you access Webmail of some sort from the PC? (this
might confirm any blocking by Norton). Are you on a network with the PC and
dial-up with the laptop? Do you have Microsoft's Firewall turned on with the
PC? If so, turn it off (run only Norton's Firewall).

This sounds like a configuration issue. Start a process of elimination from
the connection, to the mail server, then the mail client (Outlook). Check
Norton's Firewall settings and make sure that Outlook is set to Automatic and
not Blocked.

Thank you for the advice.....One problem though, I am not a very technical
person so I don't even know where to start.

Can you break it down in some more lay man's terms.

First, verify that you can connect to the Internet from the PC by opening
your browser and access the Home Page. Refresh the page in the Browser to
make sure you are not accessing a cached page. If you can connect, then go to
this Web page for some steps on your Outlook install:

"See Also" portion of this Help Page for other parts of your install.

Before you begin, check to be sure you have only one Firewall (Norton)
active: http://support.microsoft.com/kb/283673/en-us

Did you go to the Symantec Automated Assistant and verify your Norton
installation (as I suggested earlier)? If not, be sure to do that. It can
walk you through any conflicts in settings or the NIS install.
