no access to secure web pages

I cannot access to secure pages such as hotmail , google , bank
pages neither explorer nor netscape . It is written "connection
refused" if netscape used , or page cannot be shown standard message
page in explorer. I can't upload also files by ftp. What to do ?

Since we don't know your Service Pack level or your virus/malware
status, here are general directions for not being able to access secure
sites in IE:

Re-register the following .dll's at the command prompt:

If you have SP2, you can do it all in one go:

Start>Run cmd [enter]
iexplore.exe /rereg [enter]

Without SP2:

Start>Run cmd [enter]
regsvr32 mshtml.dll [enter]

Click OK when you get the message that DLLRegisterServer in FileName
succeeded and type "exit" to quit cmd.

Repeat the same with:

regsvr32 mshtmled.dll
regsvr32 urlmon.dll
regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 dssenh.dll
regsvr32 rsaenh.dll
regsvr32 gpkcsp.dll
regsvr32 sccbase.dll
regsvr32 slbcsp.dll
regsvr32 cryptdlg.dll

Hi,

As you have the same problem with both the browsers, the problem is with
some third party software thats on the computer. If you have software like
Norton Internet security / Mcafee / Any other thirdparty
AV/firewall,(zonealarm..etc) try turning them off.. this will rule out the
possibility of a firewall / AV software blocking your internet connection..
This is just one of the possiblilties.. you can check the following article
