New user (employee) on (former employees) computer

I (Rick)have just been hired and the computer still saves everything under
former engineer's name. Even word documents are crediting mike(old engineer)
as author. His user account is gone and mine installed but in settings and
documents the folder under Mike's name will not let me rename it. It says it
is a system folder that can not be renamed. Where is it that the computer
will let me replace his name with mine?
Example:
C:\Documents and Settings\Michael Reilly\Desktop\New Piping Parts
Michael no longer works here but evrything I do on the computer is saved
with his name embedded in it.

Did you create a new user account with your name / password ? Log into the
Pc using it ?
If not you can do so based on his account or create a new "virgin" one
Then in the programs used you should detremine the default save-folders ( eg
Word, etc)

Yes, I have already done the steps you replied below. The issue persists
though. For instance in the Documents and Settings there is a file named
Michael Reilly (former employee) that when I attempt to move or rename it
creates an error stating that the folder is a system file that can not be
renamed or moved.
Does the PC get his name from somewhere that is editable?

He no longer works here and his user account is gone, but he is credited
with authoring everything on the computer still.

I just saved a test file it did save it to my folder but then when you point
to the file it says AUTHOR: Michael Reilly. Where is the computer getting his
name from and how can I replace his name with mine?

In Word for example that is defined in Word itself as "user data"
Many other programs do the same : cyhange this in "prefernces" or
"tools->options" "personalize" etc in the programs you are using
You cannot rename or move the folder named with the older user : you can
take data from it, but cannot act directly on it, except when looged as
admin and remove that user first from the users list

Also if you right-click my desktop ( my PC) and select properties : what
names do you see there ?

To fix the "Registered to" information for WinNT/2K/XP, you can use
Start > Run > Regedit.exe to edit:

HKLM\Software\Microsoft\Windows NT\Current Version\RegisteredOwner

and:

HKLM\Software\Microsoft\Windows NT\Current
Version\RegisteredOrganization

How this will affect the name displayed in previously installed
applications will vary depending upon each individual program; some
read the registered owner information dynamically, while others read
it only during installation.

The user profile folders (C:\Documents and Settings\Username)
_cannot_ be renamed, even if the associated user account has been.
So, your best course of action would be to log on using the built-in
Administrator account, create a new user account, with the username
desired. You can then delete the old user account(s).

When I right click My computer then system properties, environmental
variables it shows :
TEMP C: Documents and Settings\Michael Reilly...
TMP C: Documents and Settings\Michael Reilly...
When I try to edit it shows:
%USERPROFILE%\Local Setings\TEMP
Where is the USER PROFILE getting the name from?
Thanks for any help.

%USERPROFILE% should be gathered from the name of user you are loggin in
What username are you using at logon ? Do you log as Rick ?
Then %userprofile% should access as c:<documents and settings\rick\.... : do
you have such a profile in C: ???
As for the temp settings in environment you can easily moidfy them : lick on
the modify button and type in the path to where you want ( I have them point
to a partition dedicated to temp files only)
