Need warning in XP before shutting down if other user has file ope

On August 18 I posted a question that remains unanswered. Is there a way to
set Win XP Pro, now with SP2, to give me a Warning if I try to shut down
while someone on my LAN has a file on my computer open? Windows 95/98 did
this, and it was very helpful.

I know Windows fairly well, but I don't know of any way to
achieve that.

The closest I can come is to open the computer administration
and look at System, Shares, Open files, but that's not
automatic.

I believe there is some third party software that shows open
files.
