My outlook wrongly displays hebrew characters

You do not give us much info to help you.
- what version of Outlook?
- what account type (POP/SMTP, IMAP, Exchange Server)?

Are these garbage characters only showing in the Subject line, or also
in the body text?

In order to display multibyte characters correctly,
- you must use a Unicode-type PST file
- you must run Outlook in Unicode mode
- the incoming message must be properly encoded (by the sender) as Hebrew.
