msoss.dll missing error at bootup

New Dell Optiplex with Windows 2000 Professional installed. Keep getting Active X errors in IE 5.0.1 (came installed on system). Can't run Windows 2000 update. Set all security to low, still got error. Followed instructions on Q319585 and it didn't fix it but then got error "File not found msoss.dll" IE doesn't show up in Add/Remove programs. Am not unable to install NAV. I have another Windows 2000 running on the same model and encounter none of these problems. Any help would be appreciated. I don't want to have to reinstall the operating system.
 
- Scan your PC with an external virus scanner,
e.g. on www.antivirus.com ("free online scan").
- Start a Command Prompt and run sfc.exe
(System File Checker).
