Monitor settings problem, any1 help plz?

Currently using a second hand 22" monitor. I've increased brightness and
contrast to max, but its still dark. Therefore I have gone to advanced
display settings and under S3gamma I have increased the brightness etc to
suit and save it. But when I restart or enter a game the settings go back to
default. Any ideas please?
 
I have a 64mb card. Have a feling it maybe the monitor as it is 2nd hand. How
do you mean main board?
 
The circuit board inside the monitor that controls the voltages to the
electron guns.(ie the monitor)
