How to change the number of rings before modem will
answering on incoming call? By default it's after the
second ring.
No special modem programs are installed.
Standard modem properties has no such option.

Modems don't just answer the phone because they are connected. I would
think that you must have some special program installed that answers the
phone on the 2nd ring. What ever that is must have some options about the #
of rings before and answer.

Modems generally take an "initialization string" containing
cryptic commands that control parameters such as this.
You would need to determine the make and model of
modem you have, and locate documentation for it that
specifies what characters you send to control this parameter
(assuming your particular modem lets you set the
# of rings before answering).

You would then most likely slam this string into
the edit box that appears when you:

a) open the Control Panel
b) start the "Phone and Modem Options" applet
c) select the "Modems" tab
d) select your modem
e) push "Properties"
f) select the "Advanced" tab
