MMC toolbar location

In MMC 1.2 (Windows 2000), toolbars for child windows were located at the top
of the child window. Now, in MMC 2 (XP), the toolbars show up in the main
window. This creates two issues: toolbars change when switching child
windows, and the toolbar is farther from the thing it controls. (This is
very Mac-like.) Is there an option to change this? I can't seem to find
any. I'm considering trying to get the mmc files from my 2000 box to work on
XP since it's so annoying.
 
That's what I tried, but it only controls whether the toolbars show up or
not. I'm concerned with the toolbar location - whether I can get the toolbar
to show up on the MDI child windows instead of always being on the parent
window below the menu. I'm guessing it's just a fundamental change in the
way MMC presents itself. However, I don't like it.

Jake, plenty of XP stuff I don't like either, this one not being in my list.
