Missing desktop icons upon boot up

I have several users who have no icons on their desktop
when they first boot up their pc. They have to ctrl alt
delet and select task manager, new task and type in
explorer. It seems as if Windows Explorers is hanging.
Any suggestions?

A process prior to explorer might not be terminating which could prohibit explorer from loading
I am not sure if this would help but try unselecting everything in the startup tab in MSCONFIG, als
try renaming their user profiles.
