Making folders private?

Everytime I try to make folder private the option "Click
here to make this folder private" is greyed out and not
available. I understand thta the folders need to be
located under a "user profile" folder. Where exactly is
(or should) the User Profile folder located? I can not
find it. If it does not exist, can I create one? Then
should I move the folders into the User Profile folder and
will this make the "Private" option available?

Is your drive formatted NTFS.....it needs to be in order
for the make folders private option to appear.
