Long file names vs DOS file names

Argh.

I apparently did something to screw this up, and I have no idea what,
or how to fix it. I've lost the ability to use long file names in
using an application to copy a file.

Specifically, I've seen this in two places. The first, is when burning
a data CD, and the second is when double-clicking on a file to load it
into my Palm's install tool. The filenames are truncated from Windows
LFN to DOS 8.3, complete with the tilde.
