Loading and Internet problems

I was looking around on the control pannel the other day
and went into User Accounts. I then saw a button that
said "change the way users log on and off" or something to
that affect. My virus scan (McAfee Virus Scan 7.0) HAWK
alret came up and told me that the file i was opening
could be harmful to my system. it said the file was
called "nusrmgr.hta" the total name was
nusrmgr.cpl/nusrmgr.hta i think. the virus scan gave me
the option of not opening the file and i Didn't open it, (
it said "Dont Open(Recomended)" and it had that dot
highlighted and i clicked ok so it didn't open). I then
made a new account and went over to log in to it by loggin
of my already on account and login to the new account i
had just made. It was ok but the loading was slower than i
had ever seen. I then tryed to log off the account i was
in but it wouldn't work. I control alt delted and tryed to
turn off the computer. it didn't work, so i had to log off
the other account and the new account i had created then
it had "end program" thingy came up. it said if it didn't
log of the account and end all the programs some files
would be lost. it finally turned off. i then turned off
the computer plug and turned it back on. I then logged on
to my usual account. it took almost 5 minutes to load the
entire sceen and the sound that comes on when you log on
didn't come on for 3 minutes. i then tried to log onto the
internet ( i have ATT global). it came up with and error
101017? i think. i haven't been able to get on the
internet since then and i have restarted from the Start
button 2 times and still haven't been able to get online
or even dial a number. i click the connect button and it
has the error that came up. it still takes me 5 minutes
for windows to fully load.

I think something in windows has a file messed up. the
nusrmgr.hta looks like a file over that file that supposed
to be there. and I still have have to wait 5 minutes for
all the programs and windows to fully start up. i got the
Dumau.MM virus awhile ago and it had said to download the
patch and i did. i didn't know that it was a virus then.
what ever i downloaded may have changed this file or
something else. i also had Bugbear virus and SoBIg as well
but i had runned a virus Scan with the program Panda Virus
scan. (at panda.com i think) Do i need to download a bunch
of Windows updates? I have tried to update windows
whenever the auto updater came up. Do i need to find a
virus and get rid of it? My virus scan is somewhat
updated. What do i need to do to fix this problem and log
back online.

Keep in mind i can't get online at that computer. this is
another computer since my internet is down.
