Is firewall active if not logged into PC

I use symantic firewall and user profiles on my home PC.
I am on Broadband.
The question: is firewall active if pc is on but not
logged in to windows.
The firewall seems to start when user logs in but if lef
at the user login screen I don't know if firewall and
antivirus is started.
 
They are configured to start before a user logs on - at least the ones I
have used. If you look in Computer Management/services you should see these
applications having associated services. --- Steve
 
Yes it seems to be set as automatic and as a system not
user account.
