invalid character in outlook signature

Hi

I have an issue when a user sends an email to an external address and the
signature includes their IDD phone number in this format +61 2 1234 5678, the
recipient gets the mail with ᄉ 2 1234 5678. This only seems to happen for
messages that are sent in Rich-Text format, plain and html format is fine.
Using Outlook 2000.

Is the external recipient also using Outlook? Rich Text is a format
specific to Outlook and often other mail agents can't read it at all.
