Internet Usage Error

I get an Internet usage error from time to time. This
error will not let me disconnect from my IP without
restarting the machine. The error message points to a
SVCHOST.exe file. I have two of these files. The lower
case file name is 8 KB, and the uppercase file name is 20
KB. They are both found in the WINNT\System32 directory.

My question is this, Is this SVCHOST.exe file causing my
disconnect problem. Which I beleve it is. How do I
correct the disconnect problem.

anyway I don't understand what is "disconnect from IP" means.
can you explain more detail?
dissconect IP(anyway IP means IP address? - which IP address?)
Is this Local Area Network or connecting to internet?

Also what do you have exact error message?

I think 20 kb file is a virus
