Are you running behind a firewall? Check the firewall documentation,
or online help for this error.
As for the administrator part, you can go to Control Panel > User
Accounts and find out the features of your account, to find out the
name of the account, in Start, check 'Close session of <Username> it
will have the user name you're currently using.
To change your type of account, go to Start > Run type "control
userpasswords2" (without the quotation marks)
On the first tab, select your account, then click properties. On
the settings tab, choose "other" and
select administrator from the dropdown menu. OK your way out.
This should give your account administrative privileges.
