Incorrect ToolTip Text Is Displayed

Microsoft Knowledge Base Article 814135 says there is a hotfix for correcting a problem with toolbars. When I hold my cursor over a button on a toolbar in some software programs the tool tip that flies out is from the previous button I selected. My symptom is precisely what the article describes. When following the links to find support through the Microsoft web site by clicking the appropriate links, I am led to a page to call my computer manufacturer. After calling and going through 4 levels of technical support I am told that Dell cannot supply the hotfix I am requesting but it must be received from Microsoft. How DO I GET THE HOTFIX ??? Is there a Microsoft Support email or somewhere I can request this hotfix?

You must contact MS Product support for the hotfix, in the US the number is
1-800-936-5700.
