ie6 problem with pop ups

Hi

I am running the latest version of IE on a Windows 98 SE PC.
Whenever there is a javascript link or etc to a popup in
IE, it only loads in a blank window. Sometimes it is white
or sometimes it is invisable and a new window pops up. In
that new window I have to stop it loading and then refreash
it in order to work.
I have no firewall or pop up blocker running and I have
re-installed and repaired IE several times and it still
dos'nt work!

Please Help
