IE6 Favorites do not refresh after rename or delete

With my Favorites folders open on the left side of IE6, I
right-click on favorites and rename or delete them, or
left-click-and-drag them between folders. Lately, IE is
not refreshing itself after these operations... for example
if I delete a favorite, it looks like it's still there. However if
I click it, I get:

Problem with Shortcut
This Internet Shortcut cannot be opened because * failed to run.
(*) being a couple of spaces... as if an app name is supposed to
go there?

and if I try to delete it again, I get:
Error Deleting File
Cannot delete file: File System Error (1026)

In other words, it's not really there. If I shut down IE and restart,
it goes away.

This is a new problem for me... I'm not aware of any setting that
would affect this.. I probably have 200-300 favorites in a hierarchy
of folders... any bugs that pop up when the total number of Favorites
gets above a certain point?

IE 6.0.2800.1106 / Win98
 
I don't think the 1026 error is warning me of any problem with the
recycle bin or the disk in general. It is coming about because I'm
trying to access a favorite that is not really "there".

Yes, F5 will force a refresh (if I have the focus in the favorites
area). But, I never needed to do this before.

How do I rebuild the favorite index? Export and re-import? Or
is this what F5 is doing?
 
Still no solution for this. I exported my 700+ favorites, then booted to DOS and
deleted the Favorites folder, rebooted (creating a new folder and new
index.dat) and created a small set of new favorites (20 or so) in a couple
of folders. The browser still doesn't automatically update the favorite list
after a delete or rename.

So it's not a problem caused by having "too many" favorites.
