So I hop You help me soon really i need my data urgent

You formatted the C:drive? What operating system did you install/reinstall
on your boot drive? Is F: a physical drive or a partition?

Meanwhile, if you are in a hurry for your files, download NTFS Reader for
DOS and add it to a boot floppy so that you can access your files on the
NTFS drive/partition. http://www.ntfs.com/downloads/readntfs.zip

I think I understand what you did...
You had atleast 2 partitions ( c: and f: )
I suppose you did this so you could keep files on your f:
and reload your OS without too many problems (I do the
same).

Boot XP into Safe Mode (Press F8 a few times when starting
up) as an administrator. Now use Explorer to go to the
folders etc. on your f: drive, right-click them, select
Properties, click the Security tab and click OK if a
security message pops up. Click Advanced, then Owner tab.
In the Name list select your (administrator's) name. Mark
the Replace Owner on subcontainers and objects check box.
Click OK, Yes and OK.

For taking ownership of files, rightclick them, Security
tab, Advanced, Owner tab. In Name list select
Administrator or Admin-group and click OK. Click Add and
in the "Enter the object...list" type a user or group
account or Administrator. Click OK. In the group or user
name list, click the account you want (e.g.
Administrator), then tick the check boxes for permissions,
e.g. Full Control [Allow].

Then it should work. I've seen similar problems before and
this fixed it. If it doesn't, is it possible the drive is
encrypted?

If the certificate used to encrypt the files was located on the formatted
partition then you won't be able to recover them.

Right. The data is lost.

The green color means that a file is encrypted, by the way.
