How to keep a window always in front?

In Windows XP, how do I change the settings so that I can have a smaller window stay in front/top of a larger one that is behind/below, even while I type in the larger window?
 
Always on top, right click the window and see it

Resize both windows so they both fit on the desktop without overlapping.. or
what I do is just right click taskbar and select "Tile windows vertically" -
or horizontally, whichever you prefer..

David is the winner. I went to download.com, and got a program called "Zmover" that manages window states, including the option, "always on top"
