How to disable ctrl-enter shortcut?

You can do this with the Group Policy Editor using the administrative template included in the Office Resource Kit.

You can not disable it by just openning Outlook 2003? And go into settings or
something like that?

No. It can only be done with a registry setting, which is one thing that Group Policy Objects control. I have not tested whether the setting works outside the Policies portion of the registry.
