How to Create a Client only rule

I have a small problem, few of my users have PDAs and have also created
outlook rules to filter their mail in certain folders. Now the problem is
that since these are server based rules once the mail comes in it does not
hit the PDAs and gets routed to folders on the exchange mailbox. So I was
wondering if the user created Client based rules will that help and if yes
how would one go about creating a Client only rule, I looked in the rules
wizard and did not see a option for client only rule.

Rules are server- or client-side automatically based on what the rules do.
You can't pick/choose.
What kind of PDAs do they use? If they want really good remote mail on
handhelds, I still say Blackberry is the way to go. Or ActiveSync if you run
E2003 and have compatible handhelds. POP isn't the best choice, usually.
