Does windows 2000 support hot swapping hard drives?

I have a Genica Removable Hard drive day. The removable drive is on the secondary IDE. The primary hard drive is working normally even when the removable drive is in the bay. The removable drive is not recognized by win2k.
 
AFAIK you need special hardware, usually a RAID array,
for hot swapping disks. Your IDE controller does not
support it; you might in fact damage the interface if you
insert and remove a disk while the system is up and
running. You are also likely to crash Windows2000 if
you remove a disk.

www.cyberguys.com and I am sure others sell a small adapter that lets
you connect an IDE hard drive to a USB port. This can be done like a
"hot swap". My son uses it on his laptop all the time. In Windows 98
and below it needs drivers but above that, just plug it in and it
works. It shows up as a removable drive.

I have a USB HD enclosure it is rather slow and frequently hiccups on large
file transfers. It also requires several boots for windows to find it.
Sometimes windows finds it and crashes when you try to access it. I was
hoping a removable drive would work better.

That's a good question. I always thought hot swapping was possible with
regular hardware, and I've been using it for more than a year with different
IDE hard drives. Could it damage my system? Wouldn't the option of disabling
the hard disk (in device manager) be enough to safely remove it? I always
followed that procedure without any problems.

Any help or comment would be appreciated
