Hacked svchost.exe

While trying to access a site I have used previously, I
now get a page advising me that my hosts file has been
hacked. It provides explicit instructions regarding the
deletion of the file in the registry, then rebooting in
safe mode and deleting winlogon.exe. Then, it further
instructs to clear the hosts file using notepad.

My question is, is this a safe proceedure? It it
common? I'm leary to say the least.
