Goofy Permissions using Eudora 5.2

I am trying to run Eudora 5.2 on Windows XP and am getting
the following error message:

Could not open the file C:\......\descmap.pce for reading

Cause: Access permission denied. File may be marked as
read only or locked (13)

I removed the 'read only' feature on the Administrator
Eudora folder but am still getting the same error.

Do I go somewhere to change permissions globally in XP?

Do you by chance have a Eudora personality and/or a folder within the
Eudora program folder that has the same name as a reserved device name
(e.g., AUX, PRN, LPT, CON)?

I ran into something similar when I created a personality named 'Aux'
in Eudora, causing Eudora to create a folder of the same name. In
searching the MS KB, I found an article that explained (as I recall)
that applications can sometimes create folders with such names, but
then cannot access them afterward. You also cannot delete such
folders using conventional methods. In my case, I had to create a
new personality with a different name, then used the instructions in
the article to delete the offending folder.

If that's not the case, you may need to change permissions on the
Program Files->Eudora folder, then tell XP to apply those same
permissions to all sub-folders.
