Fixed text position

Someone must know the answer to this!!!

I'm using Office 2000 and am sure there must be a way of anchoring text or
a table to a specific point on the page (say 4.1 inches down the top margin)
so that it does not move when empty space is used above it. I am designing
a form that is locked and one of the tables needs to be able to grow but
without pushing the information at the bottom off the page. I have allowed
for extra room to be taken up further down the page but cannot lock the
bottom paragraph. I cannot put it into the footer or into a text box
because it contains a text form field that needs to be accessed by the
user.

Can anyone out there help me?
 
Set you whole form up as a table with fixed cell dimensions.
