File attribute not set to hidden, but still can not see

Hello,
I have two files on c:\ that I need to access with a program, but the program can not find them.
In Explorer I can not see them, but if I try copying the files from the backup folder, I get this message:
" Files already exist , do want to overwrite?"
I say yes and now they appear in explorer, but when I try to run the program, they disappear again!
I am certain that the file attributes are not set to hidden, I made sure to check that. Could this be permissions problem?
We are using Windows XP professional.

Any help will be greatly appreciated.

Go to WinExplorer>Tools>Folder Options>View. Click on Show hidden
files and folders and Uncheck
Hide protected operating system files.
