File attachment date stamp changes to computer's when saved

Windows XP Pro SP2 - Outlook 2003 (current SPs installed)

When I receive an e-mail message with a file attachment and you save the
attachment on my computer, the date and time stamps are changed to the
computer's current date and time settings instead of maintaining the original
date and time stamp.

I note from the MS KB that there was a similar issue with Outlook98 but no
mention for other versions. Have I just missed a flag setting?

Could anybody please help?

Sounds logical to me. Since the attachment in the message contains no time
stamp information, how is the PC supposed to save the original time stamp?
Moreover, since you are creating a new file on your PC when you save the
attachment, why shouldn't it get the current time and date?
 
I have the same questions regarding attachments received; Outlook 2000 would
keep the received date and time stamp. How do I keep the original date and
time stamp for Outllok 2003? Thank you.
