Not at all - you can boot with a W98 floppy boot disk and use Fdisk on
"non-dos partitions"

If XP is using NTFS, you delete the non-dos partition, if fat, it's the same
as any fat partition. But it's not necessary depending on what you are
trying to accomplish.

FDisk is an old MS-DOS utility that is not available in WinXP.

Simply boot from the WinXP installation CD. You'll be offered the
opportunity to delete, create, and format partitions as part of the
installation process. (You may need to re-arrange the order of boot
devices in the PC's BIOS to boot from the CD.)
