Exporting Access 97 Query to Excel 97 - 16,384 row limitation

I am exporting a local Access table with > 16,384 rows but
only 16,384 rows actually get exported. I know that
earlier versions of Excel have a 16,384 row maximum but
Access 97 introduced a 65,536 row maximum. I can manually
export the rows from access and it will then allow me to
export >16,384 rows, however, I need to automate this for
our users. Originally I was exporting via a macro and now
I'm trying via VBA code using Transferspreadsheet but the
16,385 row limitation still seems to come into play this
way as well. Any other ideas?
