Explorer.exe - CPU 100%

After my WinXP loads, explorer.exe takes 100% of CPU time.
I can not run any applicaiton when the processor is busy.

What can be done to resolve it?

check to see what else is running, sounds like scumware.
you disable somethings, go into safe mode and look
around, take a ride to black viper's site.
