Explanation needed for sysprep

I want to clone my hard drive and use it in another computer.
I'm trying to use the sysprep tool.
In explanations it says to run the sysprep and shut down the computer or
restart it. Then to remove the disk because it is ready for cloning.
I don't understand.
Why do I have to remove the disk? I want to clone it using third pary
software.
I tried to use the sysprep tool but when I restart my computer the
mini-setup starts on the disk which I just prepared for cloning.
Could someone explain to me in easy steps how to clone my whole operating
system (hard drive) on to another empty disk?
