Hi Geoff,
This symptom has to do with Product Activation in Windows XP. It can appear
if the hard drive configuration in your computer has been changed or if the
drive itself has been changed. With a modification to the disk
configuration the hardware ID for the computer changes. Product Activation
is tied to the hardware ID. A new hardware ID prevents the computer from
verifying the license correctly because the hardware hash no longer matches
the hardware hash that was used for the original product activation.

NOTE: HP Technical Support may have different steps for troubleshooting
this issue. With any OEM system, there is a chance that the steps in the
above article may not apply. This is for you to determine. If you call HP
they may recommend that you use the OEM Restore CD to restore Factory
Defaults. If you do this be sure to take steps to backup any data you may
want.
