Email account configuration

I am trying to set up my email on Outlook, and it won't connect to the
server. I currently use Outlook Express for email, and it works fine. I
copied all of the settings to Outlook, but no luck. I contacted my ISP, and
they couldn't help.
Can someone help me figure this out?

I am using:
Outlook 2003 SP2 and Outlook 2000 SP3 (I've tried it with both)
Outlook Express 6
ISP: charter.net
POP server: pop.charter.net
SMTP server: smtp.charter.net

What exactly happens when you try? Exactly how did you configure the
account (step by step)? Did you import the account from OE or set it up
manually?

I set it up manually.
In Outlook 2000 (on Windows98):
I went to Tools>Accounts...
Clicked Add>Mail
Filled out the wizard with my information

In Outlook 2003 (on Windows XP):
Hmmm... I just opened Outlook 2003 to run through the steps I took to set it
up, and today it downloaded all of my messages just fine. I sent myself a
test message, and all seems to work fine now.

But I would still like to get it working on my other computer.

Oh yeah... in Outlook 2000, the error message I get is:
"The server could not be found. (Account: 'pop.charter.net', POP3 Server:
'pop.charter.net', Error Number: 0x800ccc0d)."

I don't thjink Windows 98 has a built-in ping or telnet command. You should
be able to find free ones (like TeraTerm Pro at
http://hp.vector.co.jp/authors/VA002416/teraterm.html) for the telnet. See
if you can ping the server or telnet to its port 110.

At the MS-DOS prompt, I typed "ping pop.charter.net", and all packets went
through fine. I also pinged smtp.charter.net, and it worked fine also.

And how about telnetting to the POP or SMTP ports?

I downloaded Tera Term Pro as recommended.
I tried port 110 for both POP and SMTP, and got this message on screen:
"+OK InterMail POP3 server ready."

Well, then, that would indicate that there is an issue in Outlook for sure.
Have you made sure that ALL of the settings in the account matches the
settings on the PC where things are working? Have you enabled diagnostic
logging to see that may be happening at the transport level?

I have verified all of the settings (Tools>Accounts...>[select
account]>Properties) between Outlook2000 and Outlook Express (on the same
win98 machine), and between Outlook2000 (win98) and Outlook2003 (winXP). In
Outlook Express, the server is pop.charter.net (which works), and in
Outlook2003, the server is mail.charter.net (which also works). I tried both
of them in Outlook2000, and neither works.

I found the "Help>Detect and repair..." command last night and tried using
that, but I still get the same error.

I enabled diagnostic logging as you suggested, and got the following results
for InetXP.txt and pop3log.txt:

In the file InetXP.txt:

On a whim, I decided to try disabling Norton Internet Security, and what do
you know, when I did that, Outlook worked just fine. I looked into it
further, and discovered that somehow, there had been a "Block all" rule
added for Outlook. I deleted the rule, and now all works fine.

I'm glad it turned out to be a simple solution. Thank you for all of your
help, Brian.
