Drives Starting and Stopping in Windows 2003

CHANGE USERNAME TO westes

I have a D: drive on a Windows 2003 Server system where the hard drive is
stopping after some period of inactivity, and then auto restarts the next
time I access D:. It then times out and stops again.

Is this new behavior in Windows 2003? My Windows 2000 Servers don't do
this. Where / how do I control this behavior? The timeouts are happening
much sooner than what is on the Power Settings applet.
