Display Flicker on this newsgroup

I have Win XP Home loaded with Directx9.0b, 1024 GB RAM, Pentium 4 2.4gHZ
Processor, 64 MB Chaintech GeForce 4 MX440-8X PCI card w/latest drivers from
nVidia installed, a Trinitron 19" CRT monitor and I am getting flickering on
screen when I hover the cursor over any of the post listings on this
newsgroup. I also cannot see the post in the preview pane to the right (I am
using the web-based reader). This happens also on the MSN video page or any
other video-enhanced graphics or maybe flash content? As I said, I have
updated the latest video drivers. I cannot get Directx 9.0c to install...it
says that it is and when I run DxDiag, it says I still have 9.0b. Could this
be the fact that the video card is a slightly older version on a PCI bus? Can
anyone give me some clues as to why I can't install 9.0c or why this
flickering is occurring?

Move your Sony Triniton 19" video monitor (back side) away from
the 110v AC power plug, flickering will go away. I do have the same
monitor, and it was behaving similarly.

I tried this and it didn't seem to make any difference. Does this sound like
a video card problem or a Directx problem?
