Direct X 9.0b instillation problems

Whenever I try to install DirectX 9.0b from Windows my computer reports:

The sofware you are installing has not passed Windows Logo testing to verify its compatibility with Windows XP.

This software will not be installed. Contact your system administrator.

I am that system administrator. My computer runs on Windows XP home edition. I downloaded the DirectX installer straight off of microsoft's website. I cannot believe that this has not passed Windows Logo testing, so it's most likely my computer's error. Does anyone know how this can be fixed so I can install DirectX 9.0?
