Yep:
1. Scan photos (if not already done.)
2. Use image editing program to set up the background (solid color, picture,
etc.) - Set it to whatever your most common resolution is.
3. Use image editing program to cut and paste the parts of the pictures you
want. You *can* use Paint to do this, it just takes a while.
4. Save as .bmp or .jpeg.
