Is it safe to delete all folders in content.ie5, just leaving the index file
intact?
Is this the best way to go about cleaning the content.ie5 folder?

Hi,
When you clear the cache from Internet Options> General, the content.ie5
folder and subfolders should also clear. Be sure to click on "Delete offline
content" when that dialog pops up.

If you delete the subfolders (with the random names) they will be recreated.
If, due to corruption, you *do* need to delete content.ie5 and the
sub-folders, you should delete the entire Temporary Internet Files folder.
That's safer that deleting individual files or sub-folders.
See:
How To Delete the Internet Explorer Temporary Internet Files:
http://mvps.org/winhelp2002/delcache.htm

There's some additional information at

Hope this helps,
Don
