Is there a way to deactivate an XP install so the product key can be used again (legally)?

There is no way to deactivate XP
You can uninstall it and then install it on a different or even the same
computer as long as it is a retail version and not an OEM version.
OEM versions must stay on the same machine it was originally installed.
1 license (key code) = 1 computer

Just to add to Haus's comments in this thread, when you activate XP on the
new computer, unless it has been more than 120 days since it was activated
on the previous system, you will be prompted with a phone number to call.
Just tell them what you've done and they will give you a new activation code
over the phone.

There is no "de-activation" process, as such.

Assuming a retail license (OEM licenses are not transferable),
simply remove WinXP from the computer it is currently on, and install
it onto the new one. If it's been more than 120 days since you last
activated that specific Product Key, you'll most likely be able to
activate via the Internet without problem. If it's been less, you
might have to make a 5 minute phone call.
