CR-ROM not operating

After I installed a new HD, and reinstalled OEM software, I was trying to
reinstall XP upgrade from Win98. During the process, numerous warning's about
non-supported software was produced (no problem - I removed the non-supported
software). OOPS!
Now my CD-ROM is not working (MKEPanasonic-Matsushita), and I can't continue
with the reinstall of XP without the CD-ROM.
The driver I need is a microsoft "Protected mode driver."

How do I get this CD-ROM to work again?

If your computer's CMOS settings permit booting from the CD, try booting
with that setting and the Windows XP upgrade CD in the CD drive.

If that doesn't work, use a Windows 98 startup floppy to boot with CD
access. If you never made one, boot floppy images with capabilities to
read disks in many CD drives are available at
http://www.bootdisk.com/bootdisk.htm
 
I am using the start-up boot floppy & I have the CMOS set to recognize the CD
but the CD is not responding.
