Corrupt Executable?

I get a pop-up when I start up telling me that
my "executable" is corrupt, please get a new copy. I
don't know what it affects but I can't get into my Task
Manager or my configuration screens. What is it and
how/where do I get a new copy?
 
What file does it point to? Might be a remnant of an uninstall routine gone
bad. Try using msconfig to remove the faulting application from loading:

I suggest you visit MS-MVP Kelly's website at

Note the instructions at the top of the page,
then scroll down to line 275,
(Lift Restrictions - TM, Regedit and CMD)

Right-click the hyperlink, then click | Save Target As |
to download the file, "regtmcmdrestore.vbs",
then double-click the file and follow the prompts.

Found it and downloaded to documents. When I double-
clicked there were no prompts, just a popup box that
said "finished". Tried to call up the Task Manager and
no go. I've also tried to get to Safe Mode a variety of
ways but I can't acess that either. So, No Task Manager,
no msconfig, no start-up menu and the "Checksum Failure"
box with the message.
