cookies & deleting files

i have just purcahsed a new dell system with windows xp
and sometimes when i log onto a web site , it will come
back and say "enable cookies" how do i do this ? i know
the answer is probably very simple but i am no good with
computers , also me psrtner downloaded a "weather cast"
and when i try to delete it thro add/delete programmes it
will not go away but shows a internet fail type message
pls help

I'm not sure how to solve the other problem though. Are you an
administrator on this computer? Are you running XP Professional or Home
Edition?
