Control Panel access problems

When I go to Start and Control Panel an error screen pops
up saying that there is a problem with connecting to
Internet Explorer and needs to be shut down.

I just got my computer upgraded: new motherboard, new
processor, new RAM, and had everything moved over from an
old hard drive to a new, larger hard drive. I have not
had any problems before this upgrade and I do not know if
the company deleted things or not (they did mess up big
time, causing me to take it to them a second time).

Please help, I am at a loss. Please respond to email
