FYI............. Here is how you can test any ATX power supply
* Unplug the power supply from the motherboar
* With a paperclip put one end in the connector where a black wire leads to, then place the other end of the paperclip in to the connector where the green wire leads
* If the power supply fan comes on, then the power supply is fine.
BUT please make sure that the power cord is plugged into the power supply and if there is a switch on the power supply itself make sure it's on

This is for windows operating system, not the hardwar
and besides it's too vague, take it into your local
computer repair shop and have them troubleshoot it
I would imagine it's a bad mother board
